Is it normal for my less than 4 month old Issa Brown to lay

I wouldn't say "normal" but certainly possible. This is a Production Breed, bred to lay early. Production Breeds are high producers of eggs for about 2 years, then they are usually laid-out, and often their health starts to decline then, too.

This is basically a factory type breed - most eggs in the least amount of time, quickly maturing, but not meant for a long life.
